Press Release: "Law without Justice is Tyranny", says Cannabis Campaigner

The recent conviction of cannabis campaigner Neil Morgan of of Heol
Tawe, Ystradgynlais, South Wales for the possession and cultivation of
cannabis in his private abode, begs the question of exactly what is
one’s Private Life under the Human Rights Act.

Alun Buffry, a spokesman for the Legalise Cannabis Alliance (LCA) said
after the conviction: “Mr Morgan grew and possessed cannabis plants in
his own home - there was no suggestion of supplying others - in fact
nobody other than police officers were involved at all.

“There is no law against brewing one’s own alcohol at home and drinking
oneself into oblivion, providing nobody else is harmed, yet the police
can enter one’s home on suspicion of cannabis cultivation despite that
nobody is harmed.

“Where is the Justice in punishing people who have done no harm because
of their choice of lifestyle or drug of recreation - it doesn’t make
sense to allow the drinking of alcohol in clubs, pubs and restaurants
yet punish people for using cannabis to their benefit in the own home.

“Where exactly is the Private Life guaranteed us under the Human Rights
Act? What gives police the legal authority to interfere with that
Right? According to Human Rights law there has to have been more than
law-breaking alone - there needs to be a threat that satisfies the
criteria of the Human Rights Articles . In this case there was no
threat and no harm to anyone.

“I believe that it is the police that are acting illegally under the
Human Rights Act.”

Mr Morgan, who has 20 previous convictions for cannabis, unsuccessfully
appealed to the Jury:

““I’m fighting for the right to exist, no more than that.

“I’m not interfering with anyone’s existence at all, I keep myself to
myself and live quietly and peacefully.

“It’s irrational discrimination to be allowed to produce alcohol without
interference, yet I’m here before you trying hard to make a case for my
liberty.

“That’s why I’m appealing for the jury to help me out on this one.”

According to the press report, His Honour Judge Richard Philips told the
Jury in his summing up: “We cannot live in a society where everyone is
free to say: ’My view is that the law is irrational’”

Alun Buffry commented on this: “I cannot believe that the Judge told the
Jury that we are somehow not supposed to comment on the Justice of the
law. It sounds like Judge Philips believes that there should be no
debate on the Justice of the law, and that laws ought not to be
considered irrational in our society, even when they blatantly are.

“But I think His Honour has missed the point - it is not a question on
the rationality of the law, it is a question of what Justice in applying
the law to the activities of a person in private, when no harm at all is
done. : if Mr Morgan did no harm, then clearly the law has been
misapplied, the police entry to his premises contravened Mr Morgan’s
Right to a Private life.

“Without respect to the Human Rights law, we have tyranny, arbitrary
law, injustice, persecution of minorities - which is exactly what we
fought the wars against.”

Article 8 Right to respect for private and family life

1 Everyone has the right to respect for his private and family life, his
home and his correspondence.
2 There shall be no interference by a public authority with the exercise
of this right except such as is in accordance with the law and is
necessary in a democratic society in the interests of national security,
public safety or the economic well-being of the country, for the
prevention of disorder or crime, for the protection of health or morals,
or for the protection of the rights and freedoms of others.

Article 9 Freedom of thought, conscience and religion

1 Everyone has the right to freedom of thought, conscience and religion;
this right includes freedom to change his religion or belief and
freedom, either alone or in community with others and in public or
private, to manifest his religion or belief, in worship, teaching,
practice and observance.
2 Freedom to manifest one’s religion or beliefs shall be subject only to
such limitations as are prescribed by law and are necessary in a
democratic society in the interests of public safety, for the protection
of public order, health or morals, or for the protection of the rights
and freedoms of others.

Article 10 Freedom of expression

1 Everyone has the right to freedom of expression. This right shall
include freedom to hold opinions and to receive and impart information
and ideas without interference by public authority and regardless of
frontiers. This Article shall not prevent States from requiring the
licensing of broadcasting, television or cinema enterprises.
2 The exercise of these freedoms, since it carries with it duties and
responsibilities, may be subject to such formalities, conditions,
restrictions or penalties as are prescribed by law and are necessary in
a democratic society, in the interests of national security, territorial
integrity or public safety, for the prevention of disorder or crime, for
the protection of health or morals, for the protection of the reputation
or rights of others, for preventing the disclosure of information
received in confidence, or for maintaining the authority and
impartiality of the judiciary.

Article 14 Prohibition of discrimination

The enjoyment of the rights and freedoms set forth in this Convention
shall be secured without discrimination on any ground such as sex, race,
colour, language, religion, political or other opinion, national or
social origin, association with a national minority, property, birth or
other status.

Press Release: Hempseed is beneficial to children and adults alike

Members of the Legalise Cannabis Alliance (LCA) are outraged at the confusion between cannabis hempseed and its value, and concerns over cannabis, after a Merseyside father expressed concern over packets of seeds bought as a snack from Asda

According to the Liverpool Echo, Lois Williams, a three-year-old, grew a cannabis plant in her back garden with seeds bought from a Merseyside Asda supermarket, was deemed to have been at risk from eating the seeds. Her father, 31-year-old Danial, was quoted in the article: “Lois has eaten half the seeds from this pack and anyone could be sitting at their desk in work, thinking they are being healthy when really they are eating cannabis seeds.”

Hemp seed (also known as cannabis seed) has been used as a vital source of nutrition for centuries, previously being ground down to make a porridge called gruel, or for its oil.

Winston Matthews of the Legalise Cannabis Alliance said: “Daniel, the father, seems to be have been mis-informed about hemp seed – cannabis is just another name for hemp. Far from being a dangerous drug, the seeds are highly nutritious and of no risk to even 3-year-olds.

“Not only are seeds safe nutritional and tasty, they are in fact incredibly healthy. The seeds do not contain THC (tetrahydrocannabinol, the main active ingredient in the cannabis that is used medically) but they do contain a whole range of essential amino acids as well as :

”21 minerals,
”13 vitamins including A and E which are powerful antioxidants (anti toxin/free radicals).,
eight amino acids and two Essential fatty acids.
”Enzymes, hemp seed is often regarded as a super food.

“The seeds are actually a very good source of highly digestible protein (25%)

”They also contains appreciable amounts of the minerals zinc, calcium, iron, magnesium, manganese, phosphorus, potassium and sulphur. and respectable amounts of gamma-linolenic acid (GLA) and stearidonic acid (SDA). Gamma-linolenic acid can have a cholesterol-lowering action and clinical trials have also shown that it can improve premenstrual syndrome (PMS).

”Whole hemp seeds may of course simply be sprouted and blended with water to make a nutritious hemp milk.

”Sprouted hemp seeds are also often baked with other sprouted grains in a low oven to produce sprouted breads. Additionally, ground hemp seeds can be added to smoothies, made into hemp butters, or simply sprinkled onto salad, cereals, or steamed vegetables for extra protein. If you are going to grind your own hemp seed, then grind it in a coffee grinder just before you want to use it in order to ensure that it is fresh.

”I'm glad that Asda confirmed its seed mix contains 15% hemp seeds, and has not made a irrational issue out of this, and must have done there homework.

Coroner's cannabis agenda brought into question

Coroner Stanley Cooper on the suicide of Stuart Lester in Doncaster said his schizophrenia was “thought to be brought on by cannabis use as a child”. Mr Lester actually killed himself after taking “a number of ecstasy tablets”. There was no evidence that Mr Lester had taken cannabis prior to his death.
In January 2007 Dr Louay Al-Alousi of Leicester University admitted serious mistakes in the cases of two teenagers, saying their deaths were due to cannabis use when this was not the case. Restrictions were placed on his ability to practice as a Home Office pathologist after he admitted professional misconduct over the cannabis cases. One of the boys’ parents brought the case against Dr Al-Alousi after refusing to accept his findings. They enlisted their own pathologist and an independent coroner had a third expert examine their son. Both agreed that his death was due to an unsuspected heart condition which was in no way related to cannabis or its use.
In spite of this Dr Al-Alousi signed a death certificate quoting cannabis use as a direct cause of death.
It would appear that the race is on to register the first credible “death” record as a direct result of cannabis use and it also seems that the powers that be will use fair means or foul to achieve this.
We already expect that 2008 will see over 10,000 alcohol related deaths and over 90% of ALL drug related deaths in the UK will result from people using substances they paid tax on!
Surely it begs the question why alcohol and tobacco, both highly addictive, deadly drugs, are not at least in the same category as cannabis?
Earlier this month Prime Minister Gordon Brown announced that he is still minded to reclassify cannabis to Class B, despite the recommendations of the Advisory Council on the Misuse of Drugs (ACMD) that it should remain in Class C.
The ACMD review points out that;
- cannabis use has decreased since reclassification to Class C in 2004 and
- studies have found no evidence of a link with schizophrenia.
The ACMD were asked to review the classification by Home Secretary Jacqui Smith in July 2007, the ACMD being a Government appointed panel of “drug experts”, led by Professor Sir Michael Rawlings.
As part of their review, the ACMD heard from psychologist Dr Martin Frisher of Keele University. Dr Frisher used data from 183 GP practices across Britain between 1996 and 2005 to see whether either schizophrenia is on the rise and/or can be linked to increased cannabis use. The study found that there had been significant reductions in instances and prevalence of schizophrenia and from 2000 onwards also significant reductions in the prevalence of psychoses.
The authors say the results are “not consistent with the hypotheses that increasing cannabis use is associated with increasing schizophrenia or psychoses from the mid 90s onwards”.
Despite this Mr Brown seems to think that reclassification is needed to “send out a signal that cannabis use is unacceptable”.
Is it really the role of Government to legislate on the grounds of what they believe to be “acceptable”? Surely that way lies dictatorship!
Why do we pay for advisory committees if they are not listened to and why should we listen to Gordon Brown when he is so unwilling to listen to his own experts?
Reclassification to Class B will cost the taxpayer hundreds of thousands of pounds in additional police and court time in order to prosecute those found in possession of small amounts of cannabis. A substance which has no credible recorded deaths and causes no adverse health effects in the vast majority of users. The same cannot be said for our legal, taxed drugs.
Reclassification will do nothing to deter youngsters from cannabis use, only credible education on drugs both at home and in school will achieve this. Why is the Government not spending this extra money on educating children rather than prosecuting adults?
Make your voice heard, write to Gordon Brown, write to Jacqui Smith or write to your MP to ensure that the Government does the right thing and accepts the findings of the ACMD not to reclassify cannabis.

dear sir,
i am writing to you to add my complaint about the canabis review
meeting scheduled for the 5th of february 2008 and the fact that you
will not be allowing anyone for the pro side even speak during the
meeting only allowing the oportunity to contibute (how patronising do
you want to get?)in the open forum a pathetic 45mins at the end of the
session at the end of the meeting even though you will be allowing three
speakers from the oppostion to speak for twenty minutes each.
i dare to say that you will not be making this public knowledge as i
would suggest that the whole meeting will be downplayed by the media and
any reports will be carefully doctored to suit your needs as will the
final conclusion reached and the government will surely do what they
like at the end of the day anyway.
how on earth do you expect anyone to take you seriously as an
advisory council when you schedule events that are so obviously biased
as to prove to anyone with a brain that it is simply a chance for the
antidrugs lobbies to get together and sharpen their knives.
for my part i call you a bunch of biased charlatans and suggest that
you are simply a puppet organisation performing to a government that has
already made the decisions and is only using this event as a debate that
it can and will turn to its own advantage and as such would like to
express my disapointment and say that quite unequivocalably i have no
confidence in the outcome of your farcical little debate or in this
governments drug policy, amongst other things.
this manipulation is oh so true of a government that shows it is as
hypocritical, deaf and stupid as it ever was and is now adding
beligerency to its list of talents making me glad to be an ex-pat

Cannabis Campaigners Fuming Over Advisory Council Review Agenda

Members of the Legalise Cannabis Alliance campaigning group (LCA) are fuming over the refusal of the Advisory Council on the Misuse of drugs
(ACMD) to give them a slot for a speaker at the forthcoming Review on cannabis classification. The Review is due to be held on February 5th at the London Excel, Platinum Suite.

Alun Buffry, a spokesperson for the LCA, said: “We received invites to the Review along with the Agenda, but upon looking through it we saw no representation from the cannabis-using community itself.”

“Bearing in mind that anti-cannabis campaigners such as Debra Bell (from TAC) , Marjorie Wallace (from SANE) and Paul Corry (from RETHINK) have each been given a 20-minute slot, it is clearly going to be an outrageously biased review.

“So I wrote to the ACMD offering a speaker from the LCA – somebody who has had experience with illegal cannabis; The LCA contains many self-confessed cannabis users, whether it be for medical, religious or recreational reasons”

“The ACMD refused an opportunity telling us: “yourself, and your colleagues from the LCA who are attending the review, will be welcome to contribute during the open forum”, which means during just 45 minutes allocated to the floor, right at the end”

“How can this review reflect the “wide range of evidence” that the ACMD seems to be looking for, when not one cannabis users is being given an equal opportunity to those who seek upgrading.”

Looking through the list of speakers - also noticing a few tbc's, I was disappointed to see that there is no representative from ANY cannabis community or pro-legalisation group.

Considering that the agenda is all about cannabis, one has to wonder how many of the speakers have admitted to having used cannabis.

In the Legalise Cannabis Alliance (LCA), we have a wide representation of cannabis users including many who openly admit to having used cannabis for over 35 years. It includes people of all ages, a range or political and religious beliefs, backgrounds, education and occupation.
It includes people who use cannabis predominantly (or totally) for "medical" reasons, for religious reasons, and / or for so-called recreational reasons.

Although The LCA cannot claim to represent all cannabis users, we are the largest of the UK campaigning groups with over 3000 endorsements: from 1999 to 2006, LCA was registered as a political party and contested over 70 elections, gaining as many as 8% of the vote - and in an "all-up" council election in Great Yarmouth the candidates received a vote from over 16% of the voters!

LCA contains people with a vast experience and knowledge about cannabis - real cannabis! - what it has been like to live under prohibition - the appearance of various forms of cannabis and cannabis resin on our streets for many years, more recently including ground glass having been added to wet cannabis bud.

LCA contains people who have bought cannabis illegally, grown cannabis illegally and even sold cannabis illegally - people who have been through the courts and people who have not.

Considering the inclusion of speakers such as Debra Bell, whom, despite living through what she sees as cannabis-caused tragedies, has no experience of cannabis at all - and no academic qualification to count this makes the Review's presentation seem extremely one-sided.

I therefore would like to apply for a slot for a speakers from the LCA and would be happy to speak under Sessions 1, 3 or 4.

2) Response from ACMD, January 24

Dear Alun,

The Advisory Council on the Misuse of Drugs (ACMD) review of Cannabis has been requested over concerns over the mental health effects of cannabis with particular regard to stronger forms of the drug.

The ACMD will consider a wide range of evidence during the two day meeting in February. This meeting will include the presentation of expert evidence on mental and physical health effects of cannabis, its use and social harms. In addition, the ACMD will consider the responses to the Home Office Drugs Strategy Consultation and the results of polling data (undertaken by the ACMD) to understand public perceptions
regarding cannabis, which will inform the Council's advice to Government.

The agenda for the 5th February has now been set and there will be no further places available for presenters. The tbc's you refer to relate to the title of the presentation - all the speakers are confirmed.
However, yourself, and your colleagues from the LCA who are attending the review, will be welcome to contribute during the open forum.

Internet Censorship In The U.K.

On the 27th of December 2007 the Canna Zine was accepted as an
accredited Google News source.

Frankly I was shocked and stunned as previously we had published our
press via a network of online PR sites, so it was no secret where we
were coming from with regard to our material. But, be that as it may,
our first article, syndicated via Google News in our own right, went out
on December 27th.

On December 31, Home Secretary Jacqui Smith passed a new techology
measure which was called "Cleanfeed".

Essentially, Cleanfeed is a means of censoring websites the government
don't like, and after the material we have published, about the lies
this Labour government have told regarding cannabis and the laws
surrounding it, its fair to say the government don't like the Canna
Zine. Not one little bit.

Since the start of January we have suffered a catalogue of problems with
regard to getting our material published. Services which I pay for, but
which over a period of time, I no longer received.

British Telecom

It started when my broadband connection was all of a sudden cut off.
Phone lines too.

After two days of British Telecom tech support telling me "the fault is
a mystery", I decided to do some of my own detective work.

I'm currently staying with my girlfriend whilst I wait for a new house
in Cardiff, and we're smack bang in the middle of a South Wales housing
estate. The only service provider in the area, is British Telecom.

So I checked with the neighbours either side and lo and behold their
phone service had been unaffected throughout the entire period, which
eventually ran to almost 5 full days. To this day BT have been unable to
give a reason for the break in service. They still took their payment
all the same!

Web Hosting

Then on the 14th of January I started receiving e-mails from my
web-hosting company, which is a British company who's name I won't
mention right now as I'm still in communications with them on the subject.

I operate a reseller account. What that means is I am not only able to
offer hosting to third parties, but I am also able to operate unlimited
domains, hosting unlimited domain names.

The e-mails stated, "as part of a service improvement scheme, my web
files were being moved to a new, faster server."

Regular visitors to the Canna Zine will know the service has always been
very good. The website always operated very quickly.

But on the 14th January my service levels dropped to a crawl. People sat
staring at a blank screen waiting sometimes 2 or 3 full minutes for the
page to load. A situation which has remained to date.

Google News UK
On the 20th of January I released an article and that was to be the last
article I would release through the Canna Zine as Google News UK pulled
the plug.

Why?

I would be guessing if I answered, but you only have to read through my
material, which is still on Google News, to see why the government,
Gordon Brown, and Jacqui Smith specifically, may want to take the Canna
Zine "off the air".

According to Frank Fisher on The Guardian website;
The technology behind Cleanfeed is simple enough, based on a system
devised by BT and known as Cleanfeed. A list of IP addresses is drawn up
by the industry watchdog, the Internet Watch Foundation, supplied to and
then augmented by the Home Office, and then handed to ISPs with the
simple instruction "block traffic to and from these addresses". The
problems are twofold.

First, the government, in the person of Home Office minister Vernon
Coaker, (who has appeared a number of times on the Canna Zine as an ex
toker himself - use the Canna Zine SEARCH for more) simply demanded that
all UK ISPs "voluntarily" sign up for the system - there is no
legislative backing for this at all. And second, no doubt only because
no open discussion took place, no parliamentary debate occurred, and
therefore no real examination of the dangers of such a process were
exposed, no one except the Home Office knows what's on that final list.
We're led to believe that it's purely a list of child pornography sites.
But no one outside government knows. Not even the ISPs. They block; they
don't look.

As of December 31 last year, all UK ISPs duly agreed to adopt the system.

You're now viewing a state-mandated subset of the internet. How do you
feel about that?

Like to vote against it? You can't.

Like your MP to sit on a committee to oversee implementation? He can't.

Like to know if the Google results you're seeing are a full
representation of Google's actual results? You can't.

Censorship at this level - above even ISPs, is all but invisible to the
end user. It's a secret that they're keeping these secrets from you,
(and me).

Now, this isn't China you might say, we trust our government to only
censor material that needs censoring. Sure?

This is the same government that has leaned on ISPs inside the UK, and
outside, not with the intention of blocking illegal or obscene material,
but simply sites that irritated, embarrassed, or offended the government.

Not using legal methods either - a court order, say - but bullying and
threats.

And this is the same government that was only beaten by one vote in the
House of Lords, on their 2006 proposal to force UK ISPs to drop sites on
the say-so of a single police officer.

This is, remember, that same government that's constantly telling us,
with regard to ID cards, that if you have nothing to hide, you have
nothing to fear. Why then, do they hide this list?

Now, OK, most will feel with regard to child pornography a bit of
overkill may be justified, but with "extremism" we start a whole new
ball game. It's a truism that one man's terrorist is another's freedom
fighter, what should also be understood is that what is inflammatory and
incendiary material to one, is the simple truth to others.

Can we really accept that a few pen pushers in the Home Office should
have absolute veto over our online browsing habits?

If the government is determined to pursue this path - and I'd stress I'd
really rather they didn't (the best answer to poisonous speech is
non-poisonous speech) - then the very least they must do is introduce
transparency. There is no reason why the list supplied to ISPs should
not be reviewed and questioned by a parliamentary committee at the very
least and, unlike child porn, there's no reason why that shouldn't be in
open session.

Better would be a wider consultation, perhaps along the lines of the
Human Fertilisation and Embryology Authority, where government could put
its case to interested parties, including representatives of ISPs, civil
liberties groups, and the public.
You bet I'd volunteer. We cannot allow a power like this to operate,
unchecked and unobserved, even if it is currently used benignly. Can
those who'd say they would trust this government to act proportionately,
really say they'd trust all future governments also? Future Spycatcher
episodes will invariably happen online and in the UK, if the government
of the day chose to act, we'd know nothing about it. We may even be in
that situation right now.

The manner in which the government has grasped this power, the way in
which they are already wielding it, and their resistance to introducing
transparency to the process, suggests they think imposing invisible and
opaque censorship, with no legal process, is a proper way for the state
to behave.

I reckon the Chinese government feels that way too. Censors generally
feel their censorship is in a good cause too. It makes no difference.

We need a proper legal footing for these measures, proper oversight, and
a proper understanding that free speech is not a trivial principle the
government can simply ignore, but a cornerstone of any state that claims
to be democratic. If they're going to slice off chunks of the internet,
then the rest of us need to be damn sure that what's going is going for
a good reason, and that Jacqui Smith isn't both judge and jury, in the
hanging, drawing, and quartering of the world wide web.

Teens Who Smoke Marijuana But Not Tobacco Are Different From Other Teen Groups

ScienceDaily (Nov. 6, 2007) — A Swiss study suggests that teens who use only cannabis appear to function better than those who also use tobacco, and are more socially driven and have no more psychosocial problems than those who abstain from both substances, according to a new report.

Cannabis or marijuana is the illegal drug most commonly used by youth, according to background information in the article. Cannabis use is associated with the use of other substances, including tobacco and illegal drugs. "The gateway theory hypothesizes that the use of legal drugs (tobacco and alcohol) is the previous step to cannabis consumption," the authors write. "However, recent research also indicates that cannabis use may precede or be simultaneous to tobacco use and that, in fact, its use may reinforce cigarette smoking or lead to nicotine addiction independently of smoking status."

J. C. Suris, M.D., Ph.D., and colleagues at the University of Lausanne, Switzerland, analyzed data from a 2002 national survey of Swiss students aged 16 to 20 years. A total of 5,263 students were included in the analysis, including 455 who smoked marijuana only, 1,703 who smoked marijuana and tobacco and 3,105 who abstained from both substances.

"Our findings in this nationally representative sample of adolescents show that 6 percent of them use cannabis without having used tobacco and that one-fifth of current cannabis users (21.1 percent) declare never having used tobacco," the authors write.

The survey also found that, compared with students who used both substances, students who smoked marijuana only were more likely to be male (71.6 percent vs. 59.7 percent), play sports (85.5 percent vs. 66.7 percent), live with both parents (78.2 vs. 68.3) and have good grades (77.5 vs. 66.6). However, they were less likely to have been drunk in the past 30 days (40.5 percent vs. 55 percent), have started using cannabis before the age of 15 years (25.9 percent vs. 37.5 percent), to have smoked marijuana more than once or twice during the previous 30 days (44 percent vs. 66 percent) or to use other illegal drugs (8.4 percent vs. 17.9 percent).

Compared with students who abstained from both substances, marijuana users were more likely to be male (71.6 percent vs. 47.7 percent), to have a good relationship with their friends (87.0 percent vs. 83.2 percent), to be sensation-seeking (37.8 percent vs. 21.8 percent) and to play sports (85.5 percent vs. 76.6 percent), and less likely to have a good relationship with their parents (74.1 percent vs. 82.4 percent).

Although teens who smoke both marijuana and tobacco seem to have more psychosocial problems and thus may be worthy targets for preventive intervention, those who smoke marijuana only also should be monitored closely and counseled. "In any case, and even though they do not seem to have great personal, family, or academic problems, the situation of those adolescents who use cannabis but who declare not using tobacco should not be trivialized," the authors conclude.

Study Shows Marijuana Increases Brain Cell Growth

ST. JOHN’S, Nfld — Supporters of marijuana may finally have an excuse to smoke weed every day. A recent study in the Journal of Clinical Investigation suggests that smoking pot can make the brain grow.

Though most drugs inhibit the growth of new brain cells, injections of a synthetic cannibinoid have had the opposite effect in mice in a study performed at the University of Saskatchewan. Research on how drugs affect the brain has been critical to addiction treatment, particularly research on the hippocampus.

The hippocampus is an area of the brain essential to memory formation. It is unusual because it grows new neurons over a person’s lifetime. Researchers believe these new cells help to improve memory and fight depression and mood disorders.

Many drugs -— heroin, cocaine, and the more common alcohol and nicotine — inhibit the growth of these new cells. It was thought that marijuana did the same thing, but this new research suggests otherwise.

Neuropsychiatrist Xia Zhang and a team of researchers study how marijuana-like drugs — known collectively as cannabinoids — act on the brain.

The team tested the effects of HU-210, a potent synthetic cannabinoid similar to a group of compounds found in marijuana. The synthetic version is about 100 times as powerful as THC, the high-inducing compound loved by recreational users.

The researchers found that rats treated with HU-210 on a regular basis showed neurogenesis — the growth of new brain cells in the hippocampus. A current hypothesis suggests depression may be triggered when the hippocampus grows insufficient numbers of new brain cells. If true, HU-210 could offer a treatment for such mood disorders by stimulating this growth.

Whether this is true for all cannabinoids remains unclear, as HU-210 is only one of many and the HU-210 in the study is highly purified.

“That does not mean that general use in healthy people is beneficial,” said Memorial psychology professor William McKim. “We need to learn if this happens in humans, whether this is useful in healthy people, and whether THC causes it as well.”

McKim warns that marijuana disrupts memory and cognition. “These effects can be long-lasting after heavy use,” he said. “This makes it difficult to succeed academically if you use it excessively.”

“Occasional light use probably does not have very serious consequences. [But] there is some evidence that marijuana smoke might cause cancer.”

Still, the positive aspects of marijuana are becoming more plentiful as further research is done. McKim says it’s not surprising that THC and compounds like it could have medicinal effects.

“Many have been identified,” he said. “It stimulates appetite in people with AIDS, it is an analgesic, and blocks nausea in cancer patients undergoing chemotherapy. And it treats the symptoms of glaucoma.”

The research group’s next studies will examine the more unpleasant side of the drug.

Cannabis Experts Lash Out At Ministers For Ignoring Advice

An angry row has blown up over proposals to upgrade cannabis to a class B drug, with leading experts from the Advisory Council on the Misuse of Drugs (ACMD) accusing the Government of a "deliberate leak" of its plans.

Ignoring a directive not to speak to journalists about reports that the Government has already made its mind up, ACMD member Professor Les Iversen, a pharmacologist at Oxford University, said: "I was not pleased to read what appears to be a deliberate leak about the government's alleged intention to reclassify, regardless of advice received.

"If ACMD were to recommend no change and this were to happen, I believe it would be the first time that any Home Secretary acted against the recommendations offered and it would call into question the whole function and future of this group."

The outburst followed claims that Gordon Brown and the Home Secretary, Jacqui Smith, were determined to reverse the decision to downgrade the drug to class C when the ACMD completes its report in the next few months. Although its recommendations are not yet known, ministers are already making clear that Ms Smith is prepared to overrule the expert body.

But one former member of the influential council last night claimed the ACMD was totally opposed to the Government's stance. "There is no way that the ACMD would support any reclassification of cannabis, unless there were some political shenanigans going on," said the Reverend Martin Blakeborough.

Rev Blakeborough, who runs the Kaleidoscope drug abuse charity, said: "There is no significantly new evidence to suggest that cannabis is any more harmful than in the last review we did 18 months ago."

"The only reason that the ACMD is being forced to discuss this matter is because every new Home Secretary seems to want to show how tough they are," he added.

Professor David Nutt, chair of the ACMD's technical committee, which will start taking evidence on classification at a public meeting next month, said: "In the end, as with all laws, it's a political decision – the ACMD only advises."

But David Raynes, of the National Drug Prevention Alliance, criticised the ACMD's stance and said that it was dominated by people who advocate "harm reduction" and whose sympathies lie with pro-legalisation campaigners: "I actually think that the harm reduction/liberalisation/legalisation lobby is too strong in there (and in the Home Office). Some ACMD members are genuine but misguided, some are just the great and good with little understanding of the legalisation game that is being played by others."

The controversy comes days after new figures revealed that almost 500 people are being treated by the NHS every week for cannabis-related mental health problems. Since the Government downgraded it from a class B to a class C drug in 2004, the number of adults being treated for its effects has risen from 11,057 in 2004-05 to 16,685 in 2006-07. Also, the number of children needing medical attention because of cannabis use has increased to more than 9,200 – up from 8,014 in 2005-06.

Fears over the hidden health risks of the drug, particularly on the mental health of young people, have prompted the calls for a review of cannabis. More than 2.5 million 16-24 year-olds have used the drug. The ACMD is expected to make its own recommendations known in April.

In a statement, a Home Office spokesman reiterated that the ACMD's role is confined to providing "advice on classification".

RESILIENCE is a useful weapon in the fickle world of pop music.

Just when it looked as though the joke had worn thin, Goldie Lookin’ Chain have bounced back with even more hilarious takes on the British vernacular experience.

When Atlantic dropped the purveyors of anarchic hip-hop from their label after their second album, the GLC split in several directions – some choosing to explore new musical projects, others turning the airwaves blue on XFM South Wales.

But the Newport collective’s return to the musical fold hasn’t been overlooked, with this sell-out show at Clwb Ifor Bach to promote their new album, Under The Counter. Support came from Adam Hussain, easily the GLC’s most adept rapper.

The GLC bounded onto the stage in the only way they can, forking out in various directions to the sounds of House Party, a straightforward rap-off between any member that could force their lyric in.

The daft banter between tracks was inevitable, with P Xain making light of Maggot’s appearance on Celebrity Big Brother, saying, “He’s come back from his holiday with Bryan Adams just to play this show.”

Of course, the crowd were immersed in every minute of the show, and were suitably attired in their sleek leisure wear and oversized novelty jewellery.

A huge amount of new material threatened to flood the set list until Half Man/Half Machine flexed it’s electro-pop muscles. Inevitably, the new material hardly broke any new ground for the GLC, but their sampling knows no bounds, with Dusty Springfield’s Take Another Little Piece Of My Heart smattered all over the syrupy ballad Mary-Jane.

The crowd became a little static towards the end of show, seemingly unfamiliar with the rehashed tales about smoking cannabis and chasing girls around Newport.

The GLC flourished at the finale though, with Your Missus Is A Nutter lifting Serge Gainsbourg’s spectacular guitar riff on the Parisian-inflected track Cannabis. And the gender reversal of Your Mother’s Got A Penis initiated a huge stage invasion from half the crowd.

The GLC’s supposed time limit in the industry shows no signs of expiring. It’s the same joke, but it’s still funny.

Activist To Appear In Court

Neil Morgan who was convicted of cultivating cannabis at an isolated
caravan in Wales, last year, has an appeal starting at The Strand, Court
6, 10.30 on January 23rd.

The case is to centre around the Human rights article on "privacy".

Also interesting is that the police in his case said that they did not
consider that Neil had engaged in criminal activity although he was
breaking the law.

I hope you can spread news of this case which is of considerable
importance, I feel, and maybe even attend?

Thank you for your amiable words, this is a sunshine in my solitary confinement cell and there is strenght for me.
Excuse me for my english, I write normally in german and french. Excuse also for the long time before my response, I had to organise one translation book before writing.
Now I will also continue one's education to learning english language as a meaning waiting period ( he means to bridge his waiting period).
I am in Switzerland prison, for Farm Hemp and as a natural resource activist I received the highest penalty, more than all indoor dealers, but I only make preventative infos.
The Swiss Parliament propose a new law were THC and all active ingredients are legal, at the same time the Hemp plant banned.
The popular initiative for legalise Hemp, www.PJgD.ch has now been achived, but is still surpressed from the politicians and in the media, they become not platform.( he means that they cannot achieve a platform and news about initiatives are surpressed).
International percetive ( perception) and consideration is really helpfull, maybe you write over that initiative a description on the internet.

Alcohol Abuse Outstrips Cannabis 16-1 under Brown's Government.

The government is using the cannabis issue as a smoke-screen, which its using to hide the fact it has created a dangerous situation regarding a stratospheric rise in the numbers of young people being hospitalised by alcohol abuse.
The Department of Health is claiming to have kept almost 500 young cannabis users per week or 10,000 per year out of the criminal justice system by making more places available on drug rehabilitation programs.

A stratagy which helps young people find work later in life, without the stigma of a police criminal record to overcome.

Rather than prosecute cannabis users, specifically those of a certain age group which includes young people up to the age of 16, police and the courts are more turning to alternative forms of 'punishing' offenders, such as ordering them to attend drug rehabilitation programs for instance and in the case of young cannabis users particularly the Department of Health should be congratulated publicly in keeping these youngsters out of the criminal system.

But using the figures to make a point in a game of political ping-pong smacks of desperation on the part of the Labour party, especially when the Department of Health also indicates there are over 160,000 alcohol related admissions into the UK's hospital system per year, which equates to an 'intoxicating' 1220 hospital admissions per day, as a result of alcohol abuse!

The Office for National Statistics has revealed that 8,221 died from drink-related illnesses in 2004 compared to 4,144 in 1991.

During the same period there were no deaths as a result of using cannabis.

Surely a fact which puts the UK's drug problem firmly into perspective, with alcohol abuse a social issue which cannot be ignored any longer.

Using Department of Health figures from the the start of the new millenium as a datum point, shows the numbers admitted into hospital, including casualty departments has shown an unprecedented and catastrophic rise of 99% across all age groups.

As well as a jump of over 40% in the amounts of under-18's who have received emergency room treatment for liver problems, injuries from fighting and brawling whilst under the influence of alcohol, and those needing to have their stomach pumped.

Its come as no surprise these massive rises in the amounts of young people being harmed by alcohol, coincides squarely with the government's decision to allow 24 hour drinking across the nation.

Facts which must bring pressure to bear on Prime Minister Gordon Brown, to address this issue as a matter of the highest priority.

According to Ian Gilmore, who is president of the Royal College of Physicians, "It shows the current measures to stem alcohol-related health damage, and especially in our young people, aren’t working."

“That is why we have been looking for real evidence-based ways of reducing the burden of health damage for alcohol misuse, namely tackling price and availability,” Prof Gilmore said."

Which is clearly a policy the Labour government under Prime Minister Brown disagrees with as he announced recently he would not re-open the file on 24 hour drinking, commenting he was happy the strategy was achieving the results he wanted it to achieve.

Inspired by the recent success of former U.S. Vice President Al Gore in
awakening the world to the dangers of global warming by receiving the
Nobel Peace Prize for his advocacy work, the National Organization for
the Reform of Marijuana Laws (NORML) is beginning the New Year by
coordinating the nomination of the Netherlands for a Nobel Prize for its
achievements in minimizing drug use in its citizens, while at the same
time restricting imprisonment.

With few peers at the international level and despite tremendous
pressure from the United States, the Dutch government and its people
have proven for more than 30 years that it is more cost effective,
humane, and practical to be "smart on drugs" rather than "tough on drugs."

The following quotes from physician Stephen H. Frye’s forthcoming book
Twenty-five Reasons to Legalize Drugs - We Really Lost This War!
document the validity and appropriateness of this nomination:

"The drug war, not the drugs, kills people.

"This is now a real war. Although it started out as political rhetoric,
it’s become a genuinely deadly conflict...It has caused hundreds of
thousands of unnecessary deaths and untold misery, especially to our
children, teens, women, and minorities. And like all wars, it’s been
hugely expensive and wasteful; to date, it has cost more than a trillion
dollars. And this is just in the United States; the international
devastation is incomprehensible. Furthermore, like many wars, it’s based
on lies.

"The few deaths that are caused by the drugs are due to impurities,
dosages that are not standardized, and reluctance to call 911 when
someone overdoses out of fear of being arrested. Replacing prohibition
with sensible health-oriented alternatives, including legalizing

"Taken together, these groundbreaking medical, human rights and
humanitarian accomplishments are of unprecedented magnitude. They not
only serve as an inspiration to the rest of the world, they also demand
emulation. Because of this, it is recommended that Louk Hulsman,
Professor Emeritus of Criminal Law at the University of Rotterdam, who
was originally responsible for crafting the forward-thinking drug policy
in the Netherlands and the Dutch Ministry of Health, Welfare and Sports,
who administer their very successful current drug policies, be nominated
for a Nobel Peace Prize."

The world owes a great debt of gratitude to them, along with many
thousands of activists, academics, and religious and business leaders,
for demonstrating that a scientifically-crafted harm reduction drug
policy based on researched public health models, not an unyielding
prohibition, prison oriented model, results in a healthier, safer, and
less imprisoned population—that also uses fewer drugs.

The deadline for submission is February 1, 2008, and according to the
Nobel Prize webpage, people from every country can nominate, but it is
limited to members of national assemblies, governments, and
international courts of law; university chancellors, professors of
social science, history, philosophy, law and theology; leaders of peace
research institutes and institutes of foreign affairs; Nobel Peace Prize
Laureates of previous years; board members of organizations that have
received the Nobel Peace Prize; present and past members of the
Norwegian Nobel Committee; and former advisors of the Nobel Institute.

Nobel Nomination Process Information

All that is necessary is for a qualified nominator, as listed above, to
send a letter to Geir Lundestad, Ph.D., Director, Norwegian Nobel
Institute, Henrik Ibsens gate 51, NO-0255, Oslo, Norway, indicating the
names of those nominated and the reason for the nomination, and it must
be received by February 1, 2008.

Dr. Frye has also documented that not only is this very real War on
Drugs far more devastating and deadly than the drugs themselves, but
prison is also much more destructive, catastrophic and even more deadly
than the drugs.

The Dutch have shown us the path to peace and now is the time to
recognize their achievement.

While NORML is a cannabis-only reform organization, by nominating and
educating the world about the success of the Netherlands’s drug policy,
we are committed to using this public campaign as the first high impact
project for worldwide drug policy reform in this New Year. This e-mail
is being sent to U.S. and international drug policy organizations,
seeking the names and contacts of qualified Nobel Prize nominators. The
email is also being sent to organizations for children, teens, women,
minorities, and the environment, as all these people and the environment
are severely harmed and actually killed by the drug war.

It is time to stimulate this crucially important worldwide conversation,
and this is a project all drug policy reform and civic-minded groups,

DIFFUSION TENSOR IMAGING, a newly developed magnetic resonance imaging technique, enables researchers to gain a better understanding of the effects of cannabis on the brain.

In a preliminary study published today in the open access journal Harm Reduction Journal, researchers used diffusion tensor imaging to compare the brain tissue of young people who had used cannabis moderately as teenagers, and young people who had not.

The researchers failed to find any indication that damage to the developing adolescent brain occurred.

Lynn DeLisi and colleagues from the Nathan S. Kline Institute for Psychiatric Research and New York University School of Medicine used diffusion tensor imaging (DTI) to scan the brain of 10 young people who had smoked cannabis during adolescence. The participants were between 17 and 30 years old, they had smoked at least two to three times a week for one or more years during adolescence and had no personal or family history of mental health problems. They were matched for sex, age and social class of parents with 10 controls who had not smoked cannabis regularly as teenagers.
DTI is a magnetic resonance imaging (MRI) technique that enables a detailed look at the organisation of nerves in the brain and the measurement of brain volume.
DeLisi and her colleagues found no significant differences in brain integrity and brain volume between cannabis smokers and non-smokers.
Their preliminary study suggests that moderate cannabis use has no direct adverse effects on brain structure and integrity.
The authors warn however, that more research is necessary, both in a larger group of people, and to see the effects of heavier use. Hopefully they will be given more cash for research.

Chris Baldwin, born 1950, suffered from severe crippling injury as a child, has shown the courage of a lion in his fight about the repressive cannabis prohibition laws in the UK.

For many years Chris used cannabis to ease the spasms in his legs that his injury caused, get a better nights sleep and ease the pain. Although he felt the law against cannabis and the punishment of users was totally unjust, he, like most of us, did little about changing it.

Then Chris came across a Legalise Cannabis Alliance flier at a Howard Marks gig in his area and realised that he was not alone, there was a serious political party that he could work with.

In 2001, Chris represented the LCA in the General Election, contesting Worthing East and Shoreham and gaining a very impressive 920 votes (2.1%) .

Wanting to more to help the cause, in particular to bring attention to both the general injustice of the law that punishes victimless cannabis users AND interferes with the supply of a highly effective medicinal plant, Chris decided to open a cannabis cafe in his home town, Worthing.

At the front of the premises in Rowlands Road which he leased, Chris opened a shop selling cannabis paraphernalia and magazines, behind which and through a monitored door he opened one of the UK's first cannabis cafes. The shop was called 'Bonchuffa' and the cafe was 'The Quantum Leaf'.

Already there had been two attempts at opening public cannabis cafes in England. The first, 'The Dutch Experience', was opened in Stockport and led to the eventual imprisonment of Colin Davies for three years. The second was "Dutch Experience II' opened in Bournemouth for Jimmy Ward. Jimmy eventually received a suspended sentence.

Yet Chris, on his crutches and through his own pain, pushed on with his plans and made no secret of it, voluntarily going to the police to discuss his venture.

The cafe was so successful that Chris opened a second place, Buddies, on the other side of Worthing.

He also set up The Herb Connection, a source of cannabis for those in urgent medical need.

The story continues through a series of police raids on both cafes. Bongchuffa was closed after the landlord withdrew the lease. Buddies was "voluntarily" shut down after police continued their presence outside, harassing customers and searching them.

Below is a series of newspaper articles, followed by a Court Report of the sentencing of Chris Baldwin to SIX MONTHS of agony in prison. The judge's comments about Chris - his description of him as an "honest" and "sincere" man with a genuine medical need and belief in the use of cannabis in treating pain - a man who was politically motivated, not financially - a man who ran the cafes responsibly - and the judge's "reluctance" that in the interests of law he was forced to give an immediate custodial sentence, demands questions be asked about the obvious conflict between law and justice.

Who will stand up and point the accusing finger at CHRIS? Only those paid by the state to do so.

Here is a statement made by Chris just before his court appearance:

Pre Sentencing Interview Wednesday 7th January 2004

Chris Baldwin opened Worthing's first Cannabis Café in June 2002, he later acquired a second café, together they ran for over a year. His last cafe closed August? 2003.

Q: "Aims?"

CB: "The coffeeshop had three purposes;

"1: To push the political issue for legalisation.

"2: As a social experiment to prove that cannabis doesn't hurt society and there is a need for coffeeshops.

"3: To subsidise the medical supply to make medical cannabis affordable for patients."

Q: "What spurred the idea into action? "

CB: "Everything - I'd stood for parliament, written letters and articles, attended rallies, protests and meetings. We even went to Stockport to support the coffeeshop and got ourselves busted on purpose.

"The idea was finally spurred into action when I attended a 'coffeeshop course' in Holland. This was a five day course to teach people how to run a 'Dutch-style' coffeeshop. The course was set up and run by experts in the trade. "

Q: "Bongchuffa Headshop and Quantum Leaf Cannabis Café. Why the two names?"

CB: "Bongchuffa was the headshop. Quantum Leaf was the coffeeshop. I wanted to keep both entities separate. Bongchuffa didn't sell cannabis, only cannabis requisites which are completely legal.

"I thought if I kept them separate the law wouldn't be able to touch Bongchuffa. This didn't work, the Bongchuffa stock was all confiscated during a later raid. The police still have all my stock despite the fact that it's legal.

Q: "So the premises were intended as a political hub, was this with the support of the LCA?"

CB: "The LCA were not involved with the financing, setting up or the running of the coffeeshop but they were supportive of our political campaigning. We had LCA collection boxes on the counter so we donated money to them."

Q: "As a social experiment did the cannabis cafes work?"

CB: "Yes - In my opinion they did. Coffeeshops offer adults an alternative to alcohol, this can be valuable to recovering alcoholics.

"We also helped a couple of recovering heroin addicts to stay off the nasty stuff. We offered good quality cannabis instead of the rubbish that's often available.

"The popularity of the place proved there was a need for coffeeshops in Britain. "

Q: "When you say rubbish, what do you mean?"

CB: "Prohibition creates a situation where the product has no 'quality control', so as with alcohol prohibition in the 1920's in the USA. People are forced to buy and consume an inferior and sometimes dangerous product.

"In Britain the most common type of cannabis resin used is known as 'soapbar'. This is a type of hashish that has been adulterated with various nasty things, sometimes dangerous chemicals.

"This results in the ridiculous situation that a law created to protect people actually does them more harm than good.

Q: "These different varieties of cannabis, do they have different effects?"

CB: "Yes - We offered a variety of weeds and hashes.

"Some people like to smoke strong weed like 'Skunk', while others prefer something milder like 'Thai' or 'Swazi'. Some preferred hash to weed.

"Pub's offer a choice of drinks because that's what people want and the cannabis trade is no different."

Q:" So can different varieties help medical users in different ways?"

CB: "Yes, to a degree but it's more a case of some types of cannabis are better at dealing with pain and spasms."

Q: "How did you subsidise medical supply, what supply?"

CB:" We had been supplying medical cannabis about a year before the coffeeshop, our problem was the price.

"Cannabis is expensive and some patients just couldn't afford it so coffeeshop profits subsidised the medical supply.

"We actually sold medical cannabis for less than we paid for it, this was only possible with the coffeeshop continuing to run."

Q: "You attempted to set up a controlled environment with quality cannabis; did the criminal element of our society appreciate this?"

CB: "Some criminals like to smoke decent pot and some like to sell dodgy pot.

"We did receive threats from some 'soapbar' dealers but we were printing and giving away 'anti-soapbar' leaflets so I suppose we did annoy them a bit."

Q: "So you had threats from villains, you must've had pressure from the police as well?"

CB: "No, we had very little contact with the police in the beginning.

"Just after we opened two uniformed cops came in and had a look. There wasn't much going on at the time apart from Alan the artist was rolling a joint in the corner and a couple of bongs on a table so they went away, apparently happy."

Q: "You sound quite relaxed about it all now, but you were busted after 5 months, the pressure must have been intense?"

CB: "The pressure of not getting busted was massive.

"We opened day after day expecting the cops to turn up and bust us every day. When it finally happened it was quite a relief.

"It was what we fully expected to happen but we expected it sooner. What did the other shopkeepers and local inhabitants think, were you accused of lowering the neighborhood?

"Most of the other shopkeepers warmed to us straight away. We were polite, friendly and helpful but most of all we brought lots of people to the area and that meant more trade for them.

"Some didn't like us but we were doing something a bit radical, so there's bound to be some critics. As far as lowering the tone of the area, our shop was so beautifully painted that other shops started to get new coats of paint. I think we brightened up the area rather than lowering it."

Q: "What is the feeling amongst the founders of Quantum Leaf and Bongchuffa?"

CB: "Pride, we were all very proud of what we'd achieved.

"After a while the place was looking good and feeling good. It was working just the way we'd hoped."

Q: "Finally, would you do it again?"

CB: "Yes but not in the same way.

"We were a bit too open about what we were doing and I'm not sure society was ready for that sort of smack in the face.

"The smack in the face was totally intentional and necessary.

"Britain needs coffeeshops, I am convinced of that.

"Now it's just a matter of convincing the 'anti-cannabis' brigade.

"Attitudes to cannabis have changed massively in the last thirty years and this will continue. The 'anti-cannabis' brigade will one day go the same way as the dinosaurs.

"One thing I am certain of is that cannabis prohibition will one day be repealed."

Last Week there was a meeting about Cannabis and Children. 6 LCA members went along to this venue, which had about 70 people.

After sitting and listening for about 2 hours, and the misinformation( some would call it lies) based on the Cannabis Gateway theory ( Cannabis leading to Heroin, Cocaine, amphetamine, LSD, Ketamine, DMT, etc).

I put my hand up, announced I was from the LCA, (which seemed to send a shock around the room) I said that I thought this meeting ( cannabis and children) was a red herring, as the most dangerous drugs for children was being ignored, Nicotine, Alcohol, Caffeine, the real gateway drugs, these kill, unlike cannabis, which has no overdose levels.

I wasn't applauded.

However I'm sure I was listened to.

Robin Prosser, who went on a 60-day hunger strike in 2002 to raise awareness of the issue and campaigned for Montana's medical marijuana law in 2004, died Oct. 18, said Tom Daubert with Patients and Families United, a support group for patients who use medical marijuana.

The Montana Medical Marijuana Act, passed in November 2004, allows patients to use marijuana if they suffer from diseases like cancer, glaucoma and HIV, or if they have chronic pain. Those who are prescribed medical marijuana can grow their own or designate a caregiver to grow or obtain marijuana for them.

In late March, a package containing less than an ounce of marijuana that a caregiver shipped to Prosser by UPS was seized by the federal Drug Enforcement Agency, even though the agency verified that Prosser and her caregiver were registered.

Prosser said marijuana was the only thing that eased the pain caused by a lupus-related autoimmune disorder.

In July, The Billings Gazette ran a guest opinion written by Prosser. "I feel immensely let down. I have no safety, no protection, no help to survive in a little less pain," she wrote.

"Maybe the next campaign ought to be for assisted-suicide laws in our state. If they will not allow me to live in peace, and a little less pain, would they help me die humanely?"

On Friday 12th of October Aldo Bianzino, a 44 years old man living
with his companion Roberta in Umbria, in the center of Italy, got
arrested because of a small cannabis plantation. According to the
report of Emanuele Giordana and Tiziana Guerrisi of /Lettera 22/ , an
Italian association of free journalists, they are taken to Perugia and
then to the prison.

On Saturday the lawyer on charge meets Aldo at 2.00 pm and tells
Roberta that Bianzino is well and he’s worried about her. But on the
next morning, Daniela a friend, is told to hurry to the jail. ”There
is a problem “ they tell her. The problem is that Aldo does not
breathe anymore and Roberta, visibly under shock, can not even see the
body. The clinical studies (ongoing) begin to confirm, some days
later, what everybody in the small community of friends of Aldo and
Roberta already fear.

According to the rumours there are massive brain and belly injuries,
maybe a couple of broken ribs , even though the body did not show
blood signs and bruises . “there is enough to last the first hasty
lecture of the death, caused by a heart trouble. The story of Aldo
Bianzino has contours that are obscure, to say it mildly, and the
attorney of Perugia has decided to open an inquiry entrusted to the
judge Giuseppe Petrazzini, responsible of the investigation that led
to the arrest of Aldo and Roberta.

Everything has started ten days ago.Aldo and Roberta are at Capanne,
a hamlet of Pietralunga, not far from Città di Castello (Perugia), as
the mobile squad arrests himand takes him to jail in Perugia with the
accusation of illegal detention of drugs. Heavy allegations : they
talk about 110 small plants and 15 envelops containing grass.
Revelations that leave incredulous every single person who knew Aldo
since a long time and _don’t believe that Aldo would cultivate hashish
to then resell it_ (sic!). Bianzino would have to meet the judge that
makes the inquiry on the next Monday 15 october for the confirmation
of the arrest. But at the appointment with the judge he does not come.
And it is not clear if in the cell he was alone or with another
convict.” Officially he was alone-says lawyer Massimo Zaganelli-
because the procedure requires isolation before the meeting with the
gip ( judge)”. On the health of the two investigated persons at the
moment of arrest Mr.Zaganelli has no doubt:” They were taken to the
jail in perfect health and during the trip no hair was torn to them”.
The doubts start later:” According to what we know death is to be
attributed to a not accidental trauma.” The lawyer continues to be
cautious:” It is not good in these case to make two plus two is four -
we are fully confident in the work of the magistrates.”

Former prisons inspector backs call to legalise drugs

A senior police officer's call for the legalisation of all drugs, including heroin, has been backed by a former chief inspector of prisons.

Lord Ramsbotham argued that the huge number of people in jail with a drug problem proved that current policy, based on "prohibition", was not working.

Richard Brunstrom, the Chief Constable of North Wales, provoked controversy after he said the "war on drugs" could not be won and should be replaced with a radical new approach.

Lord Ramsbotham said: "The present regime has failed in every way. If you look at prohibition of alcohol in the US, it failed. The Chief Constable's suggestions must be considered seriously. We've got to stop the dealers who cause so much misery for society."

He added: "I used to reckon that 80 per cent of those people received into prison were misusing a substance of some kind when they came in. The amount of acquisitive crime connected to drug abuse is immense. That is why there needs to be a new approach."

The North Wales Police Authority gave Mr Brunstrom the go-ahead yesterday to submit a report to Jacqui Smith, the Home Secretary, calling for a review of the 1971 Misuse of Drugs Act, which is the basis for the current "ABC" classification system, for legalisation and for hard drugs to be available on prescription.

John Anderson, an authority member, backed Mr Brunstrom's recommendations but warned they had little chance of being implemented. He said: "We are up against politicians with knee-jerk reactions and who are unburdened by the facts. The other thing we are up against is, there are no votes in it."

Leanne Wood, a Plaid Cymru member of the Welsh Assembly and a former probation officer, said the Misuse of Drugs Act 1971 was "not fit for purpose" and Mr Brunstrom was right to raise the issue. She said: "I've seen how people are just recycled through the system. They go to prison, they come out of prison, they end up continuing using drugs and continuing breaking the law, and that has to change."

Mr Brunstrom denied yesterday that he was proposing an "anarchic free-for-all". He said his report was not a "crusade or proactive" but a response based on a degree of radicalism". Current policy was "irrational, illogical, hypocritical and doesn't work".

The Home Office made clear that it had no intention of implementing Mr Brunstrom's proposals.

Legalise all drugs: chief constable demands end to 'immoral laws'

One of Britain's most senior police officers is to call for all drugs – including heroin and cocaine – to be legalised and urges the Government to declare an end to the "failed" war on illegal narcotics.

Richard Brunstrom, the Chief Constable of North Wales, advocates an end to UK drug policy based on "prohibition". His comments come as the Home Office this week ends the process of gathering expert advice looking at the next 10 years of strategy.

In his radical analysis, which he will present to the North Wales Police Authority today, Mr Brunstrom points out that illegal drugs are now cheaper and more plentiful than ever before.

The number of users has soared while drug-related crime is rising with narcotics now supporting a worldwide business empire second only in value to oil. "If policy on drugs is in future to be pragmatic not moralistic, driven by ethics not dogma, then the current prohibitionist stance will have to be swept away as both unworkable and immoral, to be replaced with an evidence-based unified system (specifically including tobacco and alcohol) aimed at minimisation of harms to society," he will say.

The demand will not find favour in Downing Street. In his conference speech this year, Gordon Brown signalled an intensification of the existing battle. "We will send out a clear message that drugs are never going to be decriminalised," the Prime Minister told the party.

The Tories also rejected the proposals. David Davis, the shadow Home Secretary, said a more effective move would be the creation of a UK border police force to stop drugs getting into the country as well as expanding rehabilitation centres. He added: "We would put police on the streets to catch and deter drug dealers and we would ensure sufficient prison capacity so they could actually be punished."

Mr Brunstrom, whose championing of speed cameras has made him a hate figure among some motoring groups, also found his suggestion that the war on drugs was unwinnable dismissed as a "counsel of despair" by the Association of Chief Police Officers. "Moving to total legalisation would, in our view, greatly exacerbate the harm to people in this country, not reduce it," an Acpo spokeswoman said.

But the 30-page report, entitled Drugs Policy – a radical look ahead, includes a number of persuasive voices. Today Mr Brunstrom will urge his colleagues to submit the paper to Westminster and the Welsh Assembly. In it, he quotes the findings in March this year of a Royal Society for the Encouragement of Arts commission, which stated that "the law as it stands is not fit for purpose" and argues for the replacement of the 1971 Misuse of Drugs Act with a new Misuse of Substances Act.

That would mean scrapping the ABC system introduced by the home secretary James Callaghan with a new scale that assesses substances, including alcohol and tobacco, in relation to the harm they cause – although he admits banning booze and cigarettes is not likely.

But he notes that figures from the Chief Medical Officer have found that, in Scotland, 13,000 people died from tobacco-related use in 2004 while 2,052 died as a result of alcohol. Illegal drugs, meanwhile, accounted for 356 deaths. The maximum penalty for possessing a class A drug is 14 years in prison while supplying it carries a life term.

Mr Brunstrom indicates that there is a growing mood for change. He cites the House of Commons Select Committee on Science and Technology, which criticised the Government for failing to switch to an evidence-based policy approach. The report also includes quotes from former home secretary John Reid, admitting "prohibition" doesn't work, and the Olympics minister, Tessa Jowell, conceding "it drives the activity underground" . There is also supportive evidence from former Chief Inspector of Prisons Lord Ramsbotham, a retired High Court judge, and Scotland's Drug Tsar, Tom Wood.

As well as hitting the country hard in economic terms – class A drug use in England and Wales costs the country up to £17bn a year, 90 per cent of which is due to crime – there are also a series of socially damaging knock-on effects, he says.

He argues that prohibition has created a crisis in the criminal justice system, destabilised producer countries and undermined human rights worldwide. By pursuing a policy of legalisation and regulation, he concludes, the Government will "dramatically reduce drug-related criminality and will enable significant funds to be transferred from law enforcement to harm reduction and treatment procedures that are known to work."

There was a mixed response from groups that work with users. Danny Kushlick, a director of the charity Transform Drug Policy Foundation, praised Mr Brunstrom for his "great leadership and imagination". But Clare McNeil, a policy officer for Addaction, said talk of legalisation distracted attention from the more important issue of rehabilitation. "We have some sympathy with his views and the reasons and why he believes this but we are not in favour of legalisation," she said.

Nick Clegg, the Liberal Democrat home affairs spokesman, said it was " significant" that a senior police officer had spoken out although he too thought the police chief's views went too far. "Where he is absolutely right is that the Government's drugs policy is failing and failing spectacularly. The refusal of the Government to think radically means we are letting thousands of young boys and girls down.

"I am not persuaded that full legalisation is the way forward but what is necessary is that a more logical and evidence-based approach is needed which is less susceptible to whims of individual home secretaries ... The system does not work as it is."

The Chief Constable's verdict

* British drugs policy has been based upon prohibition for the last several decades – but this system has not worked well. Illegal drugs are in plentiful supply and have become consistently cheaper in real terms over the years.

* The number of drug users has increased dramatically. Drug-related crime has soared equally sharply as a direct consequence of the illegality of some drugs. The vast profits from illegal trading have supported a massive rise in organised crime.

* The ABC classification of drugs is said by the RSA Commission to be indefensible and is described as "crude, ineffective, riddled with anomalies and open to political manipulation". Most importantly, the current ABC system illogically excludes both alcohol and tobacco.

* Mr Brunstrom says: "If policy on drugs is in the future to be pragmatic not moralistic, driven by ethics not dogma, then the current prohibitionist stance will have to be swept away as both unworkable and immoral. Such a strategy leads inevitably to the legalisation and regulation of all drugs."

* The chief constable asserts that current British drugs policy is based upon an unwinnable "war on drugs" enshrined in a flawed understanding of the underlying United Nations conventions, and arising from a wholly outdated and thoroughly repugnant moralistic stance.

* He concludes: "The law is the law. In the meantime, I will continue to enforce it to the best of my ability despite my misgivings about its moral and practical worth."

Well I sit here, wondering why change still hasn't happened in the UK?

Some groups and individuals have been fighting to obtain change for years.

The Legalise Cannabis Campaign was running in the late 70's, and now we have the Legalise Cannabis Alliance.

Although it seems that these days you can attend hemp fairs, dedicated to growing hemp, ( there has been 4 since the first in 2004) The first one in Wembley 2004 and last years in Telford, 2007.

Still despite these events, and the expose of Contaminated grit weed, our goverment will not sanction that you can grow your own without a license from the Home Office.

How do you get one of these? Not so easy, people have tried, and you can try yourself.

Contaminated Cannabis is not new, this is what we get from lack of controls. ( so much for it being called a controlled drug)

Soap bar is a made up compound or compounds, that may or may not have cannabis in it, this has been shunned on the streets by those in the know, for years, as it may contain other drugs to make you high, not cannabis.

Soap bar has been around since the late 80's, and still is, in various forms, sold cheap in bulk, however its not the golden rule that it stays cheap on the street, as it is often sold as quality hash, to those who don't know, how to tell if good or not.

Black hash, can and has been adulterated by adding oils to increase weight it has been known to add engine oil. whilst cannabis remains illegal, weight is an important variable, and you cannot know whats in it.

It has been said that sand has been added to Cannabis in bud form to increase weight.

This is commonly known as Grit grass.

Cannabis can be obtained in Oil form, this type of cannabis can be upto 40% THC in strength, and has been around for hundreds of years, used by people as a preferential high for many a year now, good if you want a strong smoke , with little effort.

There are various types of cannabis, because of taste, quality, looks, smell.

Cannabis is being used in our society daily, we are not going to stop it!

As a parent, who has realised that the recreational drugs on our existing market, can kill, we all know about Alcohol and Cigarettes being the top killers, however I've just found out that Caffeine, is also a killer, and like the other two, unlike cannabis.

Which gives cannabis the title of the most safest recreation drug going.

Speculation to mental health issues to cannabis, despite nearly 80 years of searching cannabis has never been found to have a link, that may cause any mental illness, is still just pure speculation, with no firm evidence.

So what is our action, as responsible adults in a drug culture, that may be buying contaminated adulterated cannabis ?

Grow your own is the best option! That anyone who looks at the possible costs to health, would advise.

Howard Marks New Tour

After being politely told to leave, I was an obvious Blagger?, I went outside to wait for the rest of my group to arrive.

Standing on the pavement for a few minutes, a car, shabby, and definitely not new, pulled up next to me. A tall, large figure stepped from the car, "Hmm that young man looks familiar, where have I seen him before?" before my memory has time to process this thought, another figure gets out of the car, of course, Patrick and his father Howard, I wait for the phone to become unglued from his ear and present myself to the most infamous smuggler in the world. We shake hands, and his easy manner has me relaxed immediately, and after a short conversation, we turn our seperate ways, Howard to the dressing rooms, me? "Of course sir, here is your ticket, the rest of your party will be along later? thank you."

It was hot and stuffy in the bar, and the fifteen minutes to the show dragged by, people eyeing each other warily as the Toking Community come together to celebrate one of their heroes.

The show opens to a massive musical assault, and Howard Marks steps to the mic. The first words he speaks leave me amazed. I would like to welcome a man who has fought for legalisation......most humble........intellectual........gentle........... the praise went on..... for a man present tonight, Alun Buffrey co founder of the L.C.A.

He told us of his smuggling days in a humorous and endearing way with music, conversation, and wonderful story telling, and of his days as a prisoner of this drug war.

When we returned after the interval, Howard spoke of the famous, or infamous Welsh heroes. He took us to the pub, he took us to glimpse his family, he told us of the Welsh Bob Marley, Pirates, and toads.

He explained how our minds work, the chemicals swilling around our skulls, and what they do. He told us how he set out to find buried treasure, and gave us the wonderful advice, Don't Bother.
He told us about DMT, and how easily available it is in Nature, especially when you are running around the jungles of South America, and he spoke of natures cures.
The show finished with a question and answer session, as candid as was possible.

When the last book had been signed, and everyone had left, we had a good chat, as if we'd all known each other years, well, some of them had. No, the colombian grass wasn't his, and, and yes he was responsible for the sticky('kin stuff just wont get in the joint) red leb that year.

A good show, with a warm intimate atmosphere.
